California rent control: Landlords seeking to rush rent increases through prior to 2020

Landlords in California might be tempted to implement significant rent increases in advance of the 1 January 2020 effective date. To paraphrase John Cleese from the classic film Monty Python and The Holy Grail, "I don't think the legislature will be very keen on that." One of the provisions of AB 1482, also known as The Tenant Protection Act of 2019, would roll back any any 2019 rent increases in excess of the caps outlined in AB 1482 to 15 March 2019 levels.
